You should not have to pay anything as any software purchase includes the support necessary to get it installed or people wouldn't buy it - and they're getting educated about that software here now. If the software won't' run on WIndows 10 then you should get your money back.

Is there an error or specific failure behavior which give us clues to help resolve it?
Did you right click the program installation Setup or .exe to Run as Administrator?
If so then can you create a new Admin Local Account to see if it will install without problems? https://answers.microsoft.com/en-us/windows/for...
This will quickly tell you that your account is corrupted, upon which we can help you fix it or move into the new Account.
Next Right click task bar to open Task Manager. If necessary show More Details
On Details tab look for msiexec.exe, highlight to End Task.
Now try install or uninstall again.

This can be symptomatic of corruption. I would go over the integrity of your install by working through the steps for Windows 10 Performance Troubleshooting: http://answers.microsoft.com/en-us/windows/wiki...
